It is possible in Russia to implement cards of new payment systems in addition to the existing ones, but at the moment this may be relevant only for bank cards of the EAEU states, said Victor Dostov, the head of the Association of Electronic Money and Money Transfer Market Participants.

"Technically, it is possible to accept cards of foreign payment systems, but this requires certain costs. Therefore, such projects are economically feasible only if they are in demand by the payers. This demand is quite easy to assess: just look at the statistics of inbound tourism. Chinese citizens are in the first place, and UnionPay cards are already accepted in Russia. They are followed by tourists from Germany, Korea. In our opinion, the interest in integration on the part of foreign payment systems from these countries is limited, since there is no guarantee that the technological costs will be compensated by transfer fees, " Dostov suggested.

European and Korean tourists already visit Russia with cards of international payment systems, the expert explained: probably, some demand is relevant in border regions with serious cross-border economic ties. From this point of view, the focus of the National Payment Card System (an operational and payment clearing center for processing bank card transactions within Russia) on the EAEU countries is justified, Dostov concluded.

Thus, the Mir payment system, which is operated by the NPCS, is actively developing its presence in the territory of the Commonwealth: these cards are already accepted in Armenia, Belarus, Kyrgyzstan and Kazakhstan, as well as in Uzbekistan and Tajikistan.

Currently, in addition to the international payment systems Visa and Mastercard, domestic payment systems Mir and Zolotaya Korona, cards of several regional players are also available to customers of Russian banks – Japanese JCB, Chinese UnionPay, American Diners Club International and American Express.
